Phelps Group and the City of Toronto are delighted to announce the appointment of Peter Wallace as City Manager and Giuliana Carbone as Deputy City Manager.

At its meeting on May 5 and 6, Toronto City Council appointed Peter Wallace as City Manager, effective July 13, and Giuliana Carbone as Deputy City Manager, effective June 1.

The City Manager is the most senior official in the City’s administrative structure and is accountable to City Council for the policies and programs delivered by members of the Toronto Public Service. The Deputy City Manager assists the City Manager in administrative governance and ensures that City staff work to deliver effective programs and services, while achieving Council’s priorities.

Wallace is currently the Ontario Public Service Visiting Fellow at the School of Public Policy and Governance at the University of Toronto. He began his public service career with the Government of Ontario in 1981 and over more than 32 years established a legacy of distinguished leadership. He served as Secretary to Cabinet and Head of the Ontario Public Service in addition to Deputy Minister of Finance and Secretary to Treasury Board. Other senior positions include Deputy Minister of Energy and Associate Secretary of Cabinet and Deputy Minister, Policy.

Carbone is a Certified Public Accountant with over 30 years of experience in municipal government. Carbone began her public service career in 1984 as a senior manager for the former City of North York’s Public Health Department. Following amalgamation in 1998, Carbone served as the City of Toronto’s Director of Revenue Services and was responsible for consolidating, transforming and harmonizing revenue-related programs and systems from across the seven former municipal governments into a cohesive unit accountable for administering over $6 billion in annual revenues for the City. Since 2008, she has served as the City’s Treasurer, leading four City divisions in the provision of a broad range of financial and employee services supporting the City, its divisions and agencies.
